The game receives consistent updates adding new weapons and Warframes, and the newest update just added 3 new Kuva weapons to farm, all super strong as far as I know. You don't need power (gear etc) to get power. The title says it all... I’m thinking about starting the game but I’m wondering if it is still worth or if it is too late to start from scratch. But note that Warframe is a time investing game.
